About Me
Edward (Ed) Jackson is a seasoned utility executive with a distinguished track record in the water and electric utility industry.Ed works with his clients to develop and implement strategies and initiatives that deliver positive, measurable, and effective outcomes. Ed helps his clients develop and implement regulatory proposals that meet regulator, stakeholder, and customer needs.Ed has over 30 years’ experience working on all aspects of utility operations. From 2021 – 2024, Ed served as the President of Liberty Utilities, California. In this position, he was responsible for the overall safety, operational, financial, and environmental performance of operations in California for water and electric utilities. He led efficient, quality, and cost-effective operations, engineering, customer care, community affairs, and government affairs teams.From 1999 - 2021, Ed served as the Director of Rates and Regulatory Affairs for Liberty Utilities (formerly Park Water). He was responsible for developing and executing the Company’s regulatory policy and strategy. Ed made numerous appearances before regulators and the state legislature on ratemaking, rate design, alternative regulation, policy, and the recovery of costs from investments made on behalf of utility customers.From 2022 – 2024, he served as the President of the California Water Association (CWA), the coalition of over 90 regulated water utilities responsible for delivering safe, clean, affordable, and reliable water service to more than 6 million Californians. As President of CWA, he successfully led efforts to share best practices with regulated water utilities and advocated sound water policies with California’s decision-makers.
